Darrell graduated from Colgate University (cum laude) in 1982, and Duke University Law School in 1985, where he was a teaching assistant to Professor William Reppy. Following law school, Darrell accepted a position in the labor and employment law department at Venable, Baetjer and Howard, and was promoted to partnership there on January 1, 1994. He came to Kollman & Saucier, P.A. as a shareholder in April 1996, joining his friends Pete Saucier and Frank Kollman. He is president of the firm.
Darrell's practice almost exclusively involves the national representation of management in all areas of labor and employment law. He represents employers in both the public and private sector. His clients include Fortune 500 companies, government contractors, high technology companies, and a variety of other businesses. Darrell also represents a number of nationally recognized educational institutions, and he is a member of the National Association of College and University Attorneys (NACUA). His practice includes providing advice in matters such as compliance with anti-discrimination laws, union avoidance and collective bargaining, family and medical leave, and fair labor standards.
In addition to providing daily advice, Darrell is a litigator, and he represents his clients before administrative agencies such as the Equal Employment Opportunity Commission and the National Labor Relations Board, as well as in state and federal courts. He has defended employers in hundreds of charges before the EEOC and other state and local fair employment practice agencies.
Darrell has argued cases in state and federal courts that have interpreted the law in favor of employers, including:
- EEOC v. LJAX, Inc., 442 F. Supp. 2d 267 (D. Md. 2006)
- Peeples v. Coastal Office Products, Inc., 203 F. Supp.2d 432 (D. Md. 2002), aff'd, 54 Fed. Appx. 860 (4th Cir. 2003);
- Soth v. The Baltimore Sunpapers, 4 F. Supp 2d (D. Md. 1996), aff'd, 145 F.3d 1325 (4th Cir. 1998), cert. denied, 119 S. Ct. 795 (1999);
- Elliot v. Board of Trustees of Montgomery Community College, 104 Md. App. 93 (1995); and
- Raley v. Board of County Commissioners, 752 F. Supp. 1272 (D. Md. 1990).
He is admitted to practice before Maryland's state and federal courts, as well as before the U.S. District Court for the District of Columbia, U.S. Court of International Trade, the U.S. Courts of Appeals for the Third and Fourth Circuit, and the United States Supreme Court.
A significant part of Darrell's practice involves training and counseling. He frequently provides supervisor training sessions on matters such as managing a diverse work force, avoiding sexual harassment claims and coordinating employee record keeping.
In addition to the practice of law, Darrell teaches Employment Law and Employment Discrimination Law at the University of Baltimore Law School, and has taught there since 1986. He also coaches the School's Labor Law Moot Court team in national competitions. Darrell was recognized as the outstanding Adjunct faculty member of the year in April 2001.
Darrell also writes on labor and employment law. His treatise on the Family and Medical Leave Act is available through Lexis/Nexis publications as Volume 7 of its Labor and Employment Law series, and it has been cited as an authority on the FMLA by federal appellate courts.
He is the general editor of Matthew Bender's Employment Discrimination Expediter, and is on the editorial board of Matthew Bender's Labor and Employment Bulletin. Darrell authored the "Non Discrimination" chapter of the Matthew Bender book Drafting the Union Contract, and writes frequently on labor and employment law. He is on the faculty of The Maryland Institute for Continuing Professional Education of Lawyers (MICPEL) and frequently teaches employment law to other Maryland lawyers. Darrell is also a member of the Maryland State Bar Association's Labor Section's Executive Council.
Darrell's recognized expertise in his field has led to his selection as a mediator and as an expert witness in labor and employment law matters. He was named one of the "Outstanding Lawyers in America" in 2003, one of the top management-side labor attorneys in Maryland in the Chambers USA publication, "America's Leading Business Lawyers," one of 16 attorneys in Maryland listed in the "Management Labor and Employment" edition of "Who's Who Legal: USA 2006," a 2007 and 2008 Maryland "Super lawyer" in Employment Litigation defense, and one of the "Best Lawyers in America" in 2008.
Darrell is married to Carrie Emerson, a former Assistant Attorney General for the State of Maryland and recovering lawyer who is coordinating life with two teenage children and is a docent at the Walters Art Museum. Darrell is active in Boy Scouting and other activities in which his children participate. He also volunteers with the YMCA of Central Maryland.
